Cleveland is working on a proposal that will add 1 bicycle parking space (bike racks) for every 20 car parking spaces.
This is part of their effort to be qualified a Bicycle Friendly Community by the League of American Bicyclists. The 5 E's to becoming a Bicycle Friendly Community are:
1) Engineering
2) Education
3) Encouragement
4) Enforcement
5) Evaluation and Planning
